My turbocharger lost pressure and my dealer found the catalytic converter
was restricting exhaust flow. They temporarily removed the converter and we
lit up the tires in front of the dealership. This was after they replaced
the turbocharger under warranty at 58,000 mile, which did not correct the
problem. Maybe you should disconnect the catalytic converter and give that
a try.
I too think your movement is excessive, but my turbocharger was getting oil
in the exhaust when I replaced it at about 130,000 miles. It was still
boosting to 17 psi even though the fins were damaged.
