I recently purchased a 2001 R/T. The back disc brake/parking brake units
were severely rusted. However, the only part that could not be salvaged
was the outer ring (shield?) of the parking brake backing plate. It was
rotted on both sides. The ring (shield?) was welded on at several
locations so I just removed them. Is there any reason I cannot use the
parking brake backing plates without this outer ring (shield)? What is
its purpose anyway?

Anything less than correct brakes is an invitation for disaster.

To keep water out.
My biggest concern would be that snow or ice got in there in the winter,
freezing solid and rendering the vehicle unmovable.
