I am considering modifying a ledgends series race car for road use, is this
going to be a problem to register, insure and license?

Sometimes it depends on what state you are in, and what state you want to
license it in. I had no trouble with mine.

In Alberta, we have to get an "out of province inspection" done which is
basically a safety check of all essential items.
