You guys are just being silly. I think he means powering a car with
water.
I've tried it. It doesn't work. I had my nephew stand behind my car
with his super soaker water gun. I got in and put my car in neutral.
He pumped it up until we were sure that water gun would soon blow,
then sprayed the back of the car, and nothing. Didn't move at all. Now
I have this particularly clean spot on my car, which makes it look
strange since the rest is always quite dirty. I wouldn't suggest it.
It might work better to mount the gun on the car shooting backwards.
That method wouldn't require having an 11 year old follow you around
constantly refilling his water gun. It might piss off those behind you
though. I still don't think that would work either.
