'99 sportage spare tire rack locked

I just purchased a 99 sportage and the rear gate will not release to open.
How can I get it to release? Also, I have the factory radio/cassette/clock,
how do I adjust the time on it. There are no little buttons (toothpick size)
to adjust it???

i have a 2000 and there is a knob behind tire to pull out.
