I didn't know Cadillacs had a governor on them??!! Except, the Northstar
(2001 & later) will limit the speed of the car if all the coolant is lost
and will run on 4 until the temp triggers the engine to run on the other 4
and so on.

ohh mine does and i dont like it i was hoping to get it out cuz i can only
do like 110 and i know i can do more then that

It's probably a chip in the computer. You might try contacting racing shops
for a computer change.

axel its hard to get under the car lol

I adjusted the level on a '84 Seville and it was a switch about mid point on
the rear axle. The car will need to be jacked up or put on a service station
lift.
