Sounds like a bad temperature switch for the fans, it's separate from the
sensor for the temperature gauge. Also check the fan relay and the fuse.
On some cars a coolant leak will allow the temp switch to be exposed to air
space above the coolant level. When that happens the switch may not close
properly. So, also check for leaks. Is the water pump belt properly
tensioned? Can you see the pump rotating with the engine running?
