You might have some frozen brake calipers. Is your check engine light
working? Bad sensors could cause a rich fuel mixture. Is the
odometer accurate?
For comparison, my 99 Taurus wagon with 3.0 still gets about 27
highway. It looks like finding a good mechanic would be a good
investment in your case.
