Only 12

Only the top 12 are considered qualified after opening round of qualifying,
because often that is in night air offering better conditions and better
times.

This allows the bottom 4 slots to be wide open during day condition
qualifying. It doesn't mean the top 12 can't get bumped down, but
guarantees the bottom 4 slots are open after that first day or night
qualifying.
